  204. Overview:
  205.      The inhabitants have traditionally earned their livelihood by fishing
  206.      and by servicing fishing fleets operating off the coast of
  207.      Newfoundland. The economy has been declining, however, because the
  208.      number of ships stopping at Saint Pierre has dropped steadily over the
  209.      years. In March 1989, an agreement between France and Canada set fish
  210.      quotas for Saint Pierre's trawlers fishing in Canadian and
  211.      Canadian-claimed waters for three years. The agreement settles a
  212.      longstanding dispute that had virtually brought fish exports to a
  213.      halt. The islands are heavily subsidized by France. Imports come
  214.      primarily from Canada and France.
